Shooting victim announced ‘Valley Most Wanted’ on key date of February 27, 2015

ND Attorney General Wayne Stenehjem’s attempt to use the Bureau of Criminal Investigation (BCI) as controlled opposition in a transnational drug trafficking operation has suffered further exposure.

On June 5, 2016 at 12:18 A.M., Pembina County Sheriff’s deputy Brad Bowman shot Clifford Edward Monteith, III three times. Monteith survived his injuries and has been charged with assault.

Monteith was featured on Valley News Live on February 27, 2015 as the ‘Valley’s Most Wanted’.

February 27, 2015 is a key date in Write Into Action’s ongoing investigation.

On February 27, 2015 a flurry of drug trafficking activity and violence occurred that was never reported to the public in a timely manner or cohesive way.

  • GFPD officer Dan Harvala at apartment of drug dealer. Harvala and drug dealer (falsely) accuse Mohammed Aweis Mohammed of ‘Attempted Murder’ and he is charged

The North Dakota Bureau of Criminal Investigation (BCI) is investigating the officer-involved shooting of Monteith by Bowman.

Evidence and records support the ND BCI investigations are actually a ‘controlled opposition’ scheme overseen by ND Attorney General Wayne Stenehjem.

Stenehjem’s scheme is designed to mislead the public about an ongoing drug trafficking and criminal enterprise operating in North Dakota, Minnesota, and elsewhere.

The trafficking involves law enforcement officers and public officials in a ‘good ol’ boys’ network and likely funds black operations and political endeavors.

In 2015, the BCI investigated the shooting of David James Elliott, an unarmed man that was shot in the Altru Hospital parking lot in Grand Forks by University of North Dakota police officer Jerad Braaten.

The true facts and circumstances surrounding the Elliott shooting implicate law enforcement in serious misconduct not excluding premeditated (attempted) murder.

The bizarre events on February 27, 2015 involved the Grand Forks County Sheriff’s Office, North Dakota Highway Patrol, Grand Forks Police Department, and University of North Dakota Police.

The senseless shooting of Elliott occurred after law enforcement followed Elliott around the rural area for hours without their red lights activated. Video obtained by Write Into Action shows Elliott's vehicle had two tail-lights at the beginning of the pursuit but his right tail-light was smashed out in later video; indicating police had been secretly ramming him.

The officer involved shooting case ended quickly after Grand Forks States Attorney David Jones announced Jerad Braaten was justified in shooting Elliott.

On March 27, 2015, the Grand Forks Herald reported, “The county prosecutor (Jones) decided University of North Dakota Police Officer Jerad Braaten was justified when he shot a man following multiple high speed pursuits last month.”

There is no possible way a logical assessment of the evidence could have rendered such a finding by the Grand Forks State’s Attorney’s Office. 

An independent investigation by Write Into Action using BCI investigation documents and police records place a very dark cloud over Attorney Jones, Stenehjem’s BCI, and Forum Communications.

Write Into Action’s independent investigation discovered an extremely disturbing cluster of errors, misinformation, disinformation, and false information contained in the BCI report.

The issues identified rise to the level of a serious public safety issue due to the epidemic of drug overdoses and mysterious deaths engulfing the region.

The Elliott shooting led to the discovery of a larger pattern that involves drugs and mysterious behavior by law enforcement at every turn of the way.

Evidence shows drug trafficking and mysterious deaths are rampant in North Dakota and Minnesota and law enforcement is involved.

DAVID JAMES ELLIOTT SHOOTING REVEALS PATTERN

  • David James Elliott immediately called 911 after GFPD officer Dan Harvala began pursuing him. The mysterious 911 call lasted 107 minutes. Elliott remained on the telephone with 911 until the very moment he was shot.
    • The public has never heard one word of the 911 call.
    • Mainstream media (The Herald, Valley News Live, FOX, etc.) has not requested the transcripts.
    • Write Into Action made a down payment for the first seven minutes of the call over one moth ago. Grand Forks PSAP still has not produced the transcript.  
  • GFPD officer Dan Harvala, the first officer to pursue David Elliott, was at the apartment of a drug dealer in Grand Forks only minutes before the pursuit began. Two months later Harvala would return to the exact same apartment and immediately charge a seemingly innocent Somali man, Mohammed Mohamed, with ‘Attempted Murder’ based upon the ridiculous and ever-changing word of the drug dealer. Harvala brought the Attempted Murder charges against Mohammed without even locating or interviewing two other men that were involved.
  • Dispatch logs show UND police officers Mark Thorpe, Jayson Waltz, Jerad Braaten, Danny Weigel, Frank Lanasa, and Heather Hopkins, all terminated a ‘Suspicious Person’ call at a sorority house on the UND campus at the exact same moment dash-cam video shows GFPD officers terminated the first Elliott pursuit that was occurring on I-29 near Thompson, ND. The timing is an impossible coincidence. Jerad Braaten would shoot Elliott a short time later.
  • UND police officer Jerad Braaten was not scheduled the work on the night he shot David Elliott. He was not wearing his usual uniform. He did not activate his dash cam during the shift. He placed his body cam in a way it (allegedly) did not capture anything.
    • Write Into Action has requested the body-cam evidence from all the UND officers during the time-window in question. UNDPD has still not produced the open record cam evidence.
    • Write Into Action asked UNDPD if Jerad Braaten was out of the UND patrol district on February 27-28, 2015 but received no response.
  • At the time events began to unfold with David Elliott on February 27, 2015, the mysterious death of Caitlin Erickson was also occurring in Grand Forks. Records show police officers were responding to the two events at the same time. Records show no real attempts to solve Erickson’s death, which appears to have been a homicide. Alternatively – records indicate the GFPD partnered with the Grand Forks Herald/Forum Communications to obfuscate and conceal what happened to Erickson by not reporting the sounds of violence or the drugs found in Erickson’s apartment and blood.
  • Dash-cam video from GFPD Dan Harvala’s car captured Jerad Braaten shooting David Elliott. The video was mysteriously converted to black and white (to the exception of all the other videos) to obfuscate what is being seen in the video.
  • Thousands of pills were found in David Elliott’s vehicle after he was shot. Nobody was ever charged for a crime regarding those drugs.
